If XForms need "text/xml", you need configure Tapestry to serve pages with that MIME type, as the default Tapestry one is text/html. Annotate your page classes that has XForms with @ContentType("text/xml") and Tapestry will serve the as such. More details at http://tapestry.apache.org/tapestry5.1/guide/content-type.html.
