OK I'll answer my own question:

I was including the file tapestry-beanvalidator-?.?.?.jar. When I removed that file from the war file, it all worked fine. It seems I don't need it, and its very presence was throwing an exception.

The problem is on line 24 in my tml. If I comment it out it, the page renders fine without exceptions.

hint: the page renders fine on one site, but not on another. I suspect I might not be copying something across correctly.
