This encoding and encoding is done by the URLEncoder service in Tapestry. You can provide your own implementation and make Tapestry use it by overriding the URLEncoder service. Check the Tapestry-IoC documentation about it to see how. If you don't succeed, don't hesitate to post here in the user mailing list. :)
