The scripts are only included in the .zip and .tar.gz downloads, not the .exe installer, which assumes you'll be running Tomcat only as a service. Not sure what you mean by the Monitor Tomcat application. If you're running Tomcat as a service, use tomcat5w.exe from the bin directory, and add -security to the Java Options panel under the Java tab.
