Jan, You seem to be doing it right. Set the user in the log on pane to the user you want then click OK (alternatively you can do the same via Control Panel->Services) then start the tomcat service and it will run as that user. Control panel indicates which user the service runs as as does task manager if the service is running.
I'm not really sure what the problem is given your explanation.
