Look at the archives: you'll find that almost anytime someone modifies
conf/web.xml they are told to go back and undo their changes.
Exceptions are when you want to make server-wide modifications to the
behavior of things like the jsp and default servlets.

It's always better to do these kinds of customizations via
WEB-INF/web.xml anyway, but sometimes conf/web.xml is just the path of
least resistance.
