The documentation clearly states what happens when you redeploy a web application in a stopped Tomcat (by replacing the WAR file) and then starting the Tomcat instance. The documentation also clearly states what happens when you redeploy a web application in a running Tomcat by replacing the WAR file. What are your exact steps?
