Thanks all for your suggestions. Unfortunately, I had to take the quick way out. I just cloned the other working test server to the server in question. All is working now. I'm not sure what I messed up when setting up this server (3 times), but this will have to do for now as I've already spent nearly 2 weeks on trying to fix this.
