Setting CATALINA_BASE in /etc/profile is probably a mistake. CATALINA_HOME should point to where Tomcat has been installed. CATALINA_BASE should point to where a configuration of Tomcat has been set up. They work together. You can set up two CATALINA_BASEs and then launch two Tomcats, both installed in CATALINA_HOME but configured in each CATALINA_BASE.
