In this particular case, we were forced to issue a hasty release (and I would agree it wasn't hasty enough) due to the premature disclosure of a security problem with the previous version. The core Tomcat team is very small, and the *one* guy who usually does these builds has been MIA for a while. We don't have an army of developers ready to build a release binary at a moment's notice.
