I tried with Tomcat 7.0.69 (Window 64 bit) , but still getting same output i.e. 

PolicyContext.getContextID(), it is returning null 
and
PolicyContext.getHandlerKeys() returning Blank array.

Tomcat 6 doesn't implement JACC.
