Yes, many distributions lay out Tomcat the same way as every other daemon is installed in Unix (executables in /usr, volatile data in /var, configuration in /etc) and the startup scripts set CATALINA_HOME and CATALINA_BASE to make that happen. If you look in CATALINA_BASE, you may find symlinks like conf -> /etc/tomcat-7, as Gentoo does it, to explain the few things that can't be relocated by configuration.
