If you have Windows 10, you should be able to simply use the File
Manager to unzip the ZIP file. WinZip shouldn't be needed.

I just tested the ZIP file (sha1 signature
17d00c71b8a36e836c166c2e5639eab3d3b803cc) freshly downloaded and
Info-ZIP says everything is fine.

Double-check your file signatures. If the hash is correct, something
is wrong with WinZip. If the hash is incorrect, don't install it: get
a new copy and verify the hash before proceeding.
