I can call "curl -u 'tomcat:secret' http://127.0.0.1:8080/manager/text/list" and see the list of applications running on it. Using a fresh new untarred Tomcat 9.0.31 does not work. If I remove the "lib" directory and I replace it with the one from Tomcat 9.0.30 all works as expected.
