I think that's CATALINA_HOME not CATALINA_BASE. IIRC, Ubuntu installs Tomcat into /opt/tomcat but has separate directory structure for CATALINA_BASE. Normally, the examples, manager, and host-manager applications wouldn't be enabled by default.

Have a look at the Ubuntu package documentation for how to enable those applications -- and only enable the ones you actually need.
