No idea what I did wrong before, but this works now as long as I have
the correct path to the JAR.
> common.loader="[...],"${catalina.base}/Tomcat_ClassLoader.jar"
> common.loader="[...],"${catalina.base}/webapps/RIFF/WEB-INF/lib/Tomcat_ClassLoader.jar"
