The problem is not here <Listener className="org.apache.jk.config.ApacheConfig" modJk="/TOMCAT_HOME/mod_jk/mod_jk.so" />. modJk="/TOMCAT_HOME/mod_jk/mod_jk.so" just shows where the mod_jk.so is located.
After restarting tomcat it should automatically create a folder 'auto' and in that folder a file 'mod_jk.conf', as: /TOMCAT_HOME/conf/auto/mod_jk.conf. Here instead of creating the folder and file it give the following runtime exception: Caused by: java.lang.RuntimeException: Unable to create path to config file: /usr/local/tomcat/apache-tomcat-5.5.15/conf/auto/mod_jk.conf.
