Yes, that's where the public .jsp files should go.

What do you mean by "don't work"?  What happens when you enter
http://vhost1.mydomain.com or http://vhost2.mydomain.com in a browser?
What's in the Tomcat logs?  Post your server.xml and each ROOT's
context.xml if the logs don't help.
