Thanks. I did as you instructed creating in "$CATALINA_HOME/conf/Catalina/localhost" the file ROOT.xml

I restarted and now i get a 404 when I make my request ... They don't have to be in a .war, but they do have to part of some webapp. The easiest thing to do is put them under webapps/ROOT.
