Then completely uninstall Tomcat and start fresh. Depending on how you installed Tomcat
1) If you installed it via Windows Service Installer then uninstall it with the Control Panel / Add Remove programs. 2) If you unzipped it to a folder, delete that folder. Then freshly download the ZIP install and unzip it to a folder that doesn't have spaces in it: For example C:\dev\tomcat\ Then set both JAVA_HOME and CATALINA_HOME to their respective folders.
