Right, true it's from Orion App Server that Oracle later acquired to make it their own app server. I'm not sure how this class is coming into being in my Apache Tomcat instance.

That's an Oracle class -- the name rang a bell, and I just found it in
an old OC4J install package (in iiop_gen_bin.jar).
