Do you mind describing a scenario where this is useful? The only thing I can think of is that JSPs might be easier to write than "real" Java, and you want to allow your "programmers" to write JSP instead of Java, but not use it in a web context. That sounds totally backward to me (but I've heard crazier schemes), so I'm wondering what the motivation is. My experience with Tomcat (non-embedded) is that if the connectors fail to start, Tomcat itself shuts down. My guess is that there's a check for useful connectors, and if there are none, Tomcat shuts down.
