Your image displays just fine in my MSIE 7.0.6001.18000 when I request
http://pngproblem.nmset.info/pngproblem/resources/jbb000.png. No
problems with Tomcat or mod_jk.

When I view the page itself, I see a thumbnail of the image, instead,
and it is indeed a GIF file.

Perhaps the reason for your problem is that you are scripting some crazy
crap that only MSIE recognizes:
