IE's "friendly" error messages have misled people before; are you *sure* you're getting a 404 and not something else? Use Firefox or Opera or wget or something. And if you /are/ getting an actual 404, *look in the logs*. And put a plain old index.html page in the root of your WAR and see if that is displayed.
