Except you made changes in /usr/local/apache-tomcat-6.0.16/auth.conf; make up your mind where you're going to put the login config file. Also, the JAVA_OPTS=-DJAVA_OPTS=-D<etc.> is non-sensical. Not quite sure what you're trying to achieve there.
