Generally handled by level= which specifies how much logging is requested from 
common/classes/logging.properties
e.g.
1catalina.org.apache.juli.FileHandler.level = FINE
1catalina.org.apache.juli.FileHandler.directory = ${catalina.base}/logs
1catalina.org.apache.juli.FileHandler.prefix = catalina.applicable reference is 
located at
http://tomcat.apache.org/tomcat-5.5-doc/logging.html
