It did to me as well, but he keeps insisting that it's application logging.

When I wanted to get logging info from Jasper, I added this to the standard 
Tomcat conf/logging.properties:

org.apache.jasper.level = ALL

This was with the normal Tomcat logging, not log4j, of course.
