My point was I had a specific install case where Tomcat was not listening on 
*all* port 8080's.  If you'll review my "Windows x64 Installer" thread, you'll 
see the problem I was having and the resolution.  I was quite able to connect 
to "localhost" all day, but not from anywhere else.  I tried all the usual 
stuff, disabling firewall, etc., but no help.  In my case, it was listening on 
[]:8080, but not 0.0.0.0:8080.  "Localhost" was happy to route all the packets 
back to itself on the IPv6 interface.
I was attempting to have the OP verify a number of settings in one go.  Someone 
had already specified the firewall check.  I was looking for a netstat check. 
Guess I could have specified the command as a better response.
I probably should have used "enables" instead of "supports" on the IP question.
I'll work on being more specific in the future.

Well, not quite yet. ;-)
Part of the art is also asking the /appropriate/ configuration questions.

I don't think any of the above questions are really relevant here, 
considering that the OP is able to connect to his Tomcat locally, on 
port 8080 apparently.
So Tomcat must be up, and listening on port 8080.
It does look more like a firewall or router issue so far.
