As previously noted, this has nothing to do with Tomcat.  Windows Vista and 7 
are not designed for users to run with the Administrator account - don't do 
that.  Set up a real user account and, if need be, add it to the Administrators 
group.  Then, remove your existing Tomcat installation and start over.

If you do end up needing to modify a file or directory that requires 
administrator access, you'll need to start whatever editor you're using with 
administrator privileges - not the Administrator account.  if you don't know 
how to do that, you'll need to do some studying about Windows and UAC.
