Ok, so it ( webapps/manager/META-INF/context.xml) doesn't necessarily get copied out to the Catalina folder then? Is that correct?
I mean, upon stopping the Tomcat service, and restarting it? Am I understanding that correctly? I hope I'm understanding you correctly.
