If you are setting up Tomcat in a new installation, why are you using
Tomcat 5 instead of Tomcat 7?

Unless there is some extraordinary reason not to do so, you should put
those .jar files into your webapp's WEB-INF/lib directory.

Only /you/ know how to test the libraries (presumably, there is some API
to which you are coding).
