There's no guarantee of anything. Remember: everyone around here is a
volunteer, and there's no mandated schedule.
Of course! This is an open-source community, not a commercial enterprise. Even if it were a commercial enterprise, they get their schedules wrong more often than they get them right!
Here are some dates that may be relevant, but again, everything is up
in the air:

Servlet 3.0 spec finalized:    December 2009
Tomcat 7.0.0 (beta) released:  June 2010
Tomcat 7.0.6 (first non-beta): January 2011

Now, servlet 3.0 was a fairly big jump from 2.5 and 3.0->3.1 is likely
to be less effort in general. As happened with Tomcat 7.0.x, Tomcat
8.0.x (first to support spec 3.1) is currently in active development
and lots of little things (mostly clarifications) from 3.1 have
already gone into the trunk.
I am hoping that the delay between 3.1 and non-beta 8.0.x isn't 12-13 months as 3.1 is a much smaller step, but I understand there are no guarantees. It is good to know that 8.0.x development is ongoing, though.
