Hmm ok, I created conf/exclusions.list and copied content from openeejb-core/default.list and removed the "spring-" line. Tried to deploy the app from tomee and same issue. I then added the exclusions.list to the eclipse tomee server config and tried to launch the app from eclipse, same exception.
The code I'm deploying is https://bitbucket.org/sgarlick/skeleton/src which is just a simple skeleton project.
