spec section 4.4.6 says it goes in META-INF but you are reading it fine from WEB-INF/classes/META-INF so that's not an issue. Spec doesn't list WEB-INF anywhere in it.
Issue is that I'm testing in TomEE 1.5.2, which is the released version.
