I am not allowed to add an issue to TomEE JIRA 
(https://issues.apache.org/jira/browse/TOMEE).
Therefore I only can offer an ear file (see attachment logApp.ear) that shows 
the issue.
It includes an application.xml with <initialize-in-order> tag.
I would expect that war2 (/log2) is started before war1 (/log1).

But that is not the case (catalina.log):

Please create a JIRA issue. I think it would be a nice feature.

That s a bug. If you have a sample showing it please attach it to a jira
