Download the latest console here:
http://repo1.maven.org/maven2/org/apache/activemq/activemq-web-console/5.10.0/activemq-web-console-5.10.0.war
Drop the war file into your [TomEE]/webapps
Edit your [TomEE]/conf/system.properties and add the property:
activemq.data=mqdata
Start TomEE.
That should do it: http://localhost:8080/activemq-web-console-5.10.0/
