TomEE GUI has been moved to a new project. You can either try webaccess ( http://www.apache.org/dyn/closer.cgi/tomee/tomee-1.7.1/tomee-webaccess-1.7.1.war) or use the "manager" from tomcat - http://localhost:8080/manager/ - available out of the box.
