If this is a fresh installation then it would be much easier to download
the latest TomEE distribution as it includes Tomcat already. This will
save you a lot of headaches.
http://www.apache.org/dyn/closer.cgi/tomee/tomee-1.7.1/apache-tomee-1.7.1-plus.tar.gz
Unpack it and you will see it is almost identical to a Tomcat directory
structure.
