<scope>provided</scope> ...means that this dependency is expected to be
found at runtime on the classpath - This usually means that the container is
expected to provide the library.
Either physically copy the oracle driver jar file into your [TomEE]/lib
directory, or make sure it is added as a 'test' scope. You can also add it
to the <libs> section of the the TomEE maven plugin if you are using that.
