7.0.X looks like it is still available:
https://repository.apache.org/content/repositories/snapshots/org/apache/tomee/apache-tomee/
And there is also still a Jenkins build for it:
https://ci-builds.apache.org/job/Tomee/job/tomee-7.0.x/
In the output I see the 7.0.10 >= which looks like the "current" version
of the 7-ish TomEE to me.
Can't say anything about the Webprofile thingy.
So my expectation is, that you could use v7.0.10-ish to replace v7.0.8.1.
