Hi Igor,
with Firefox there are no problems. Firefox request the file in one
request. Other Browser I haven't tested.
But it is a little bit strange:
I have more than one server with TS 2.1.3. The first one (I compiled TS
on it) need the parameter
CONFIG proxy.config.http.cache.range.lookup INT 0
Yesterday I've tried with enable and disable this option many times one
the first server and IE 8.0 works only if this option ist set to 0
(off), but I see in the Log one "200" and one "206" statecode for the
downloaded File ("range requests" are "206" statecodes, or not?). On the
second server (with the same Linux-Installation) I have rsynced the
TS-binaries, configs and so on (without recompile it) from the first
server. On the second Server IE works with "CONFIG
proxy.config.http.cache.range.lookup INT 0" and with "CONFIG
proxy.config.http.cache.range.lookup INT 1" and I see again both
settings "200" and "206" statecodes.
I don't understand this.
Another test is Firefox with "DownThemAll!"-Plugin to simulate multiple
parallel Requests. I see again many 206 statecodes.

Have you tried disabling range-lookups first, before grabbing
the mace and switching to HTTP/1.0.
I can't seem to find the switch for the latter, after all
traffic server advertises itself with:
``Apache Traffic Server™ is fast, scalable and extensible HTTP/1.1
compliant caching proxy server.'' - http://trafficserver.apache.org/
Lets first try out the harmless stuff, and see if that gets
us through the day:
CONFIG proxy.config.http.cache.range.lookup INT 0
