Apparently the records config setting: proxy.config.log.logfile_perm
has no effect on new files created by the TSTextLogObjectCreate API method. What if anything governs the permissions associated with files created using TSTextLogObjectCreate What we are observing is that different systems will create this file differently even when we are using the exact same ATS and plugin binaries.
