Sure it's very little :)
But I've the same problem with another VM with 512MB of RAM. Even with 64MB of RAM, ATS starts and works fine (with caching enable). So it isn't the problem.

64 MiB seems like really little.
Did you disable caching? Otherwise I cannot imagine ATS even starting
