A long long time ago (in software years) Traffic Server used to run on Windows.

Due to the lack of developers interested in the platform it has been neglected 
over the years. 

We're not entirely sure if the many changes we have done will still be 
compatible: 

Capabilities, privilege separation, paths, etc.. all of those are very Unix 
specific. 

Personally I would aim for the latest development tools from Microsoft as a 
target 
platform, that should actually ease the process a lot. 

(That is, do NOT target cygwin. It's a whole different world of pain to get 
there 
and the pay off is not the same)
