I don't believe there's a built-in mechanism to do this - But, you may try the sslheaders plugin (https://docs.trafficserver.apache.org/en/latest/reference/plugins/sslheaders.en.html) that can expose the client cert and other ssl session info as HTTP headers and write a custom plugin that does your own authentication.
