nonsense, the binaries don't belong to /usr/local/etc/
/usr/local has exactly the same hirachy as /usr
hence /usr/local/sbin:/usr/local/bin is normally in the PATH

fix your installation or your PATH setting

/usr/bin/which: no traffic_top in
(/usr/lib64/qt-3.3/bin:/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin:/root/bin)
