That feature was added as TS_SSL_SERVER_VERIFY in 8.0.x.  The name was
normalized to TS_SSL_VERIFY_SERVER_HOOK (to match the naming of
TS_SSL_VERIFY_CLIENT_HOOK) in the branch for 9.0.x.

In theory, that functionality could be backported if you could get the
7.1.x release manager to agree to it, but it would be a significant
backport.  You would probably be better off looking forward to 9.0.x.  A
couple organizations have been working with and improving this
functionality since it was first introduced and the implementation in 9.0.x
should be more resilient.
