The strategies.yaml was meant as a YAML replacement for the parent.config.
In ATS 9, you can use it instead
of parent.config but keep in mind that it is new.  It is part of remap and
a strategy is configured per remap and an
instance of a strategy may be shared between remaps.  Strategies since they
are part of a remap do not support
the parent.config secondary specifiers, like 'port' and 'scheme'.

Currently there is no plan to deprecate parent.config.
