More longshots
clear the active_sessions table in the mysql db. I use phpmyadmin.
attempt log in and watch that table
switch on mysql logging if you can
compare the old and new config.php. (already have I guess)
can you log into mysql from the command line using the db settings in config?

Can't think of anything else offhand
