Bill, I performed a 'chown -R wwwrun:www /srv/www/htdocs/vegadns_private' to 
make sure it was writable by Apache.  I don't have access to the server now but 
I will check if it exists later this evening.

Yes, this directory is within apache's ServerRoot
Apache's server root is '/src/www/htdocs/'
